So it starts off being about how the people there are allowed to know there's a war after the news gets out and they no longer hide it from the public, but the line "I'm still waiting for it to end, all that's left is to live." Refers to how they're expected to do what we do now; Live normally while a spiritual war takes place.
"There is a war in Ba Sing Se." Simply means that there is a war in The Rosen Kingdom and beyond. The cult let them know, but didn't let them know at first to protect the kingdom from being found out.
Once the prince of Persia (spiritual prince) figured it out and informed his men, they let the civilians know they were at war but never let them know the inner workings of it, strategies, etc.
They hid it from them so the civilians didn't tell the enemy. The rest of the song ties into how the cult lies and manipulates it's members, gets them to disconnect from other members, and questions what good the cult truly does for them.
